If you want to put on weight you need to eat more calories, throw in an extra meal every day, its that simple.
But I'd caution you if you look like the girl in the first picture you'll never look like the girl in the second picture. Her hips are about twice as broad, this is primarily due to the shape of her skeleton. Not to mention different people will store fat differently, the first girl might gain weight and end up still having smaller bum/breasts/thighs, while instead having a bigger belly.
Not saying you shouldn't try to put on weight but don't fall for the idea that you can have whatever body you want, everyone is heavily limited by their genes when it comes to body shape.
Please don't change! You're terrific as you are. You WILL put weight on later in life, then you'll want to get rid of it again. Be thankful you're ahead of the game! :-)
You look beautiful they way you are. First you need to love and accept the way you are. For some people you are no genetically possible to get larger. If you have an eating disorder you should you should get help and support. One effective way to gain good weight is to exercise daily and get lots of protein.

Best way is to gain extra muscle too. You need to keep a healthy muscle/fat ratio, otherwise your body will not look toned. So besides getting enough calories, workout and get enough proteins to build muscle mass too. The girl in the pic you show is clearly muscular and has enough fat to have female curves.

Trust me having thick legs is a BURDEN -_- , your legs spray our like jello on the seats and you always feet fat. I wish I had your problem
Basically increase your carbohydrate intake ( while keeping protein constant) while doing heavy squats/dead lifts in the gym ( the healthy way)

Just eat many healthy fats. That should work. But I wish I could lose weight ugh.

You are beautiful the way you are! You dont need to change. Eating a bunch of food will just make you unhealthy and won't distribute fat where you want it. Don't listen to those assholes, they are just jealous of you
Both bodies look good, you should bulk up healthily since the bottom girl has abs.
