Losing 10 lbs is not hard. Just eat lots of lean protein, stay away from white flour and sugar, eat more fruits and veggies. You don't have to tell anyone what you're doing. Going for a walk is always good, and sit ups are good for you - they don't lose belly fat but they help tone your stomach. A healthy diet is what makes you lose fat. But starving yourself won't work. It will make you lose muscle and keep fat, so make sure to eat.

i lost ten pounds in a week and kept it off just by eating salad at least one meal a day and eating less carbs. I also cut out sugar and ate less snacks durring the day, and when I did snack I ate fruits or veggies. and I work out a lot, at least an hour a day of cardio
The only targeted weight loss is surgery. Exercise won't let you lose weight in certain areas. If you don't want to do cardio, then do weight training in areas that you don't mind getting bigger. What I suggest is splitting your food up into six small meals. Make sure you eat right after you wake up to get your metabolism going.

drink nothing but water. for breakfast, have a bar and water, lunch, a quick salad and yogurt, dinner, you can have a bigger dinner. but no more soda, no ice cream, no chips. whenever you crave those stuff, water.
Eat lots of fruits and vegetables...you could have steamed vegetables for a meal or something like that. Work out more...go for a run, lift weights, do ab work, do leg work.
