Just doing cardio (like running) 3X a week, eating less(like 250 to 500 calories less than it usually takes to maintain the weight) and going low-carb (cutting a lot of the grains--which have the most carbs, while leas increasing fat and protein) helps a lot in losing fat.
Also, doesn't hurt to lift weights as it boosts your metabolism to burn fat, makes you stronger, and helps you from losing muscle mass at least--if you do it regularly Best weight lifting exercises are compound excercises are squats, deadlifts, and bench/overhead press. Google "starting strength" program for more info. There's absolutely no good reason to not lift heavy. You only get bulky if you lift heavy AND eat a lot, with the latter being the most important factor by far.

Getting bulky is difficult for men. Getting bulky for you is probably impossible without hard work and injecting testosterone. You are not going to accidentally do one two many heavy squats, go to bed normal and wake up with huge muscles saying 'oh no, I bulked up'
Strict diet combined with as much activity as possible to burn fat. Heavy lifting to firm and stoke metabolism.
I think a combination of running with sprints mixed in, as well as other forms of high intensity cardio paired with weight training is the best. The two go beautifully hand in hand to help you lose weight and tone.
