Is it normal for my friend (14 years old girl) to be attracted sexually to her 19 years old cousin?

Well it started when she was 12 and he was 17 , she lived whit her grandma and her dad and sometimes her cousins would go over by them to stay for a while our to stay overnight.she actually forgot how she started to like him.how this whole thing started I have no clue but I only know about the middle of the story. That was when she moved to where he lived. They lived five doors apart so they saw each other more than two times a day.on her birthday she had a party but it was by her aunts house. They were preparing for the party and when they went to take the game's down stairs she misted a step so he had to catch her. He let go of her and continued on. The went to sit down since they finished helping , he sat next to her a few minutes pasted then she kissed him and ran up the stairs. From since then she still like him, and he looks at her all the time.since her parents divorce she moved whit her mom , brother and sis to a diffrent place.some reason she ran away when she saw her cousin but she still said hi.( she still likes him since 3 years )

So really i don't know what to do. ?
