You see, there's two types of people.
The idiot. And the smart person. Let's pretend for examples sake that they are both in the same, poor financial situation.
Now, the idiot will take his hard earned money, buy fancy cars, buy large and extravagant things, all in the name of making himself feel better and possibly promoting the look of his social status.
The smart person on the other hand, will make sacrifices. He will walk, he might take the bus, or buy a cheap bicycle, or maybe even buy an extremely cheap, ugly looking but well running car just so he can get to work and make more money and save it in order to invest in something permanent and tangible. You see, the smart person understands that if you suffer now, he will profit much later on, and he is willing to make that leap.
However, the main difference usually seen in Mr. Idiot and Mr. Smartguy, is that Mr. Smartguy takes his life into his own hands, he doesn't shift the blame of his poor financial decisions on other people, he where he is and he strives for something better through sound financial decisions.
And that my friend, is the answer to your question in a nutshell.

There are lots of different reasons why that can be the case. A lot of them sell drugs, or food stamps for cash that they use to try and live a higher standard of living. Others have bad priorities and may even refuse to go to the doctor because they don't have the money, but will spend all their money on their image in order to feel like a person of value. Some of those guys may even be sponging off of other people such as their parents, or girlfriend while he only spends money on himself.
There are also a lot of programs to help the poor, that can be easily scammed. If you do jobs that allow you to be paid in cash, then you would still appear to be poor as far as the programs are concerned. You wouldn't even have to pay taxes on the money since they have no record of you making any money. This allows people to appear to be both poor, and to have extra money to spend at the same time.

-They spend all their resources on material things and foolishly ignore their babymamas and kids. I've seen this too much and it annoys me to no end.
-Income tax time is when people "suddenly" become ballers, and can afford MK bags, Jordans, Lexus cars lol
-Also, they had that before like being laid off from work. This is a lot more common than people think. Many had good jobs, bought fancy things, but then the company went down under or they downsize, or they got fired, and they still have that prize possession (like that nice car, nice phone, nice purse).
what makes you think their poor because they live in a ghetto area? maybe they just like living there or maybe their just visiting a friend or so? just like they try and show africa as a poor country but in reality africa has a lot of riches. its not always what it looks like just like people who are living in a trailer park or trailers isn't always poor, they just like.
Because their ambitions are shallow, they don't have long term goals. My parents drove sloppy, beat up cars until they could afford to buy a nice house in a nice neighborhood. Now a days they still drive ordinary cars and spend their money on something that really matter to them like traveling around the world

It's a matter of keeping an image. People are more likely to see the car you drive than the house you live in. Of course, maintenance on that expensive car is the reason living conditions remain lower-class.
The best example I've seen is in Burbank, where many Armenians drive Mercedes and BMWs. When you stroll down the neighborhood, the houses are subpar for someone who is apparently of sound means.
Anyways, we Americans have bought into the marketing machine with regards to luxury. BMW and Mercedes are basically Toyota Carolas in Germany.Because they aren't really that poor. No one ever taught those people how to save so the best they can do is get up to 6 or 7 thousand dollars for a car and from that point on it's just a few hundred a time for upgrades. A lease isn't so hard to obtain with good credit. Being poor doesn't mean you can't have a 750 score.
The poor assholes have no idea how much better their lives could be if only they weren't leasing a Mercedes for $350 a month. They thought they were so smart only they forgot that a lease requires full insurance coverage, which can make a $150 coverage more like $300
Long story short, you are asking the question the wrong way. These people are poor because they do stupid things like buy stuff they don't need, deserve or have the ability to afford.We don't truly know that they are truly poor, do we? Some people get their money from illicit income, sometimes it comes from parents or other sources, and sometimes the cars aren't worth what they appear. Things are not always as they appear. And there can be a difference between can't paying for their family and not wanting to pay for their family. These types would rather spend money on looking "nice" rolling down the road than taking care of their responsibilities.
Case in point, I know a young 3rd generation bail bondsman who claims a monthly income to the court of $400. I know that figure is a lie, plus his parents pay for everything as he still lives at home, has his mother take care of his daughter, and drives (as you say) a pimped up car. But because they are bail bondsmen (which makes them officers of the court) with political connections, they know how to play the system and get away with it.they get terrible loans from banks who will give them loans regardless of whether or not a person can afford it. ass soon as the person doesn't pay their loans the bank re-possesses the car.
it's a win - win for a bank. either you get the loan paid off (with high interest) or you get payments for a while and then get the car backIt's a matter of priorities. There's this idea that if you rate the following three things that you can determine your economic status.
Wealth, comfort, security. Which is most important to you what is next etc. The rule is wherever you put comfort is the highest you will get to. If comfort comes first you will never get secure or rich, if comfort comes before rich then you will never get rich, etc.People are very materialistic. It's not necessarily that they are poor in general (they are only 'poor' by America's standards, not the world's). It's that they spend on silly things that aren't needed such as accessories to their cars, gaming consoles, an ass load of shoes/clothes, etc.
because while youd use your money so that your family could eat or afford a decent home in an ok neighborhood they'd rather use that same money to buy a nice car and trick it out even if it means living in a horrible neighborhood and making the family fend for themselves for the most part

Its the system. Also there is a lot of illegal money being passed around in the GhettoWell, either they have taken a loan to buy that car, or one of their friend, relatives who are very rich have gifted them that nice car.
