No matter how much or little a date costs, the asker should expect to pay. However, if you are the invitee, you can always offer to cover the gratuity, or even dessert. It doesn’t have to be one sided.
My friend told me she always covers the tip on the first date when usually the guy asks/pays if they go to one place, and/or pays for whatever else they do if they go to more than one setting. I really love that and have adopted it. My dates have told me they really appreciate that which is nice to hear.

I handle people's money in a certain Asset area internationally. I think this is not a "general" way to do it - it depends a lot on the people, the personalities, the habits, etc.
Whoever gets asked out, the asker should pay. But since I didn’t have a job, my girlfriend and I usually payed for our own meal. I payed for the whole meal when I took her out for her birthday. And she did the same for me.

Personally I think that at the start when it's new I think splitting the bill would be fair. And then when ther is something of a relationship then start alternating.
