How do I get this girl to stop playing games?

This girl I've known for years through friends told my close friends that she is interested in me. So we started texting and after 3 weeks of texting and her coming up with excuses that she was too busy to meet I was beginning to not take her seriously and stopped texting her. Another 3 weeks goes by and she had my friends call me over so she could see me and let me know she's still interested in me. So another 3 weeks of texting ensues everything is going a lot better this time. She's being more flirty and sending me naked pictures without me asking for them. She invited me to be her plus one somewhere. She even told my friends a lot of sexual things that she wants to do with me. So I make another attempt at setting a meeting she then gives me a obviously bs story about how she's going to be busy with work and school for the next 2 weeks and cannot hang. I've been ignoring her now for the past 2 days because I don't know if she's toying with me or what's her agenda. She's sent me a few pictures of herself in the past 48 hours I haven't responded yet. I'm 28 and she's 26 so she seems a bit immature for her age. I do like her but i don't like having my time wasted either. Can any ladies give me some insight on why she is doing this and how to make her stop? I've had girls play games with me before but none of them have ever confused me as much as this girl. She's obviously attracted to me but won't meet up unless I ignore her for 3 weeks.
