Women in general should probably stop asking "what does it mean when he says..." because 99% of the time a guy means exactly what he is saying. If a guy says he likes a rare steak it does not somehow translate into he really want's roast pork. If he says he doesn't want a relationship he almost certainly just doesn't want a relationship. Guys, unlike girls, usually don't communicate using hidden meanings.

Emotionally mature women don't talk with a hidden agenda, but some people are passive aggressive... I don't have a hidden agenda because I don't have time for that drama. I watched my mother behave like that and it drives me crazy because I agree, why would someone say they want steak if they really want pork... that's stupid. She ruined people's lives like that and I feel bad for anyone who deals with that and didn't invite into their life. So, not all women communicate like that.
