One would call a person "ma'am" or "madame" if one does not know this person well.
It is a rather polite form to address a woman that is not really close. It could also be a sign of respect towards the person that is being addressed.
Take it as a compliment rather than a rejection or anything else. You may have left a good impression, at least good enough to warrant him calling you "ma'am".
It is also a sign of a possible social distance because the person does not know you well enough to call you by your name, mainly if you are a foreigner.
