It depends. But I wouldn’t shame her for doing so regardless. I would tell the society needs a lot more girls/women like that.
UPDATE: either he was on the fence about it, juggling with other girls, or he might have been at work or driving and just forgot to respond. Be vigilant and play it slow. If you really want something with him start out slow or he's not sticking around. TRUST ME the majority of men will respect you more for it.

I don't like being approached, I guess this depends from person to person.

I do not see any problem with the girl making the first move. Nothing wrong with that.
Most times I end up just shying away and never get around to saying anything. So if a woman came to me first, I would be alright with that.
