Shall I give him one more chance or cut him off?

We match on a dating app in 2019 we speak then he ghosted me. We match again 3 years later - he doesn’t realise this.

We speak every on and off - he comes near to my home town to see his friends but I couldn’t meet him. Months later I went to see my friends in his home town , we meet he tells me I’m pretty and he seemed interested he asks to meet again as I was staying a few more nights.

I come back home we speak but his communication has never great form the start he’s a slow replier but things seemed good. He never rang though. I once offered to face time , he said yes but it never happened.

It was my bday and he forgot I said it to him it’s my bday and he rang me wishing me a happy bday. We arrange to meet but he can’t make it he’s sprained his “ ankle” but still met his friends- he promises next weekend but that never happened he has an exam he promised the weekend after saying he will come wherever I say even if he needs to get on a plane ! I’m planning on cutting him off or shall I give him one more chance?
