How do I get him to stop flirting on text and instead call /ask me out?

I met this guy online 2 days ago, seems nice enough on text. He indulges in light flirting on text, literally sent me 40 to 50 of texts since yesterday through the app. But he hasn't asked to call or meet in person even though we live within 1 mile of one another.
I don't want this to be just a light online flirting friendship, would like to explore it further.
How do i take a step back from the flirting without being rude and get him to ask me out?
Since i come from a fairly conservative society, i would like him to take the first step.

I just sent him a call request on the app, the app allows you to call n text without having to exchange numbers. If he wants to talk, he can now call me. Lets c what he does now. Otherwise i may just move on.

Just give him a call and say you wanted to hear his voice. Then say you honestly prefer calling over texting.

Actually it was around 90 plus texts lols. We did exchange a few voice notes late last nite, initiated by him. Since its ramadan, v were too exhausted to talk by that time lets c what happens now.
