Because you feel like he has to make the move for whatever reason and he clearly is not capable of making that move first. I had this problem when I was young before my 20s and I'm glad there were girls out there that had no problem making the first move because it was on after that. Once I had that green light I was comfortable being myself. It was a confidence thing I guess.
