Do you agree that the burden of convincing a guy to ask them out falls on the woman?

I ask this because I read a lot of questions on here that seems like some of both genders are confused about this.
People will say that it is traditionally the guys job to ask a woman out and I couldn't agree more (not that there's anything wrong with a woman taking the initiative when she knows what she wants). But I don't know if these seemingly confused people realize that even though the guy does the asking. That it is actually the woman that really makes the initial move. What I'm talking about is it is the woman that let's the guy know through subtle (sometimes too subtle) actions that she is open to be approached.
