Why is he like this, what is he waiting on?

sweet guy, talked to him for a month now this will be our 2nd month, but seems antisocial, he had strict parents & told me he’s really trying to start being social this year, we’ve gone on several date & he’ll pay most of the time, he told his dad about me so far & i start most of the conversations, he doesn’t have instagram just snapchat & he literally doesn’t talk to any girl for hours when he’s with me like i see his phone, no one ever calls him, so if i told him i’m ready to date& don’t rush whenever he’s ready & im the only one he’s close with why would he tell me i would make a good girlfriend but not ready to date at the moment.. it’s odd & i’m patient but still LOL, he’s not depressed or anything either i legit asked lol... & one time i sat on his lap for 2 hours in the car after we went swimming & he said he could be like this for hours & now say anything, that’s sweet & we have some good conversations & good humor but he even over text he’ll have small talk, I cried unexpectedly to him & told him how i felt one day & the next day he asking me 3 questions back to back about my future like how many kids i want & stuff so i noticed he was doing this bc he felt bad & wanted to make a change which i told him i appreciated but it was odd lol.. anyone
