Should I ask him out?

So I recently started talking to a guy I went to high school with we never talked but now that I’m out of high school we have the same friend group and we hung out well we started talking after I found him on tinder and we weren’t talking for long before he told me he was also talking to another girl he had been talking to her longer and he decided that he wanted to go for it with her so I said okay and supported his decision and we stayed friends well she didn’t want a relationship and so they didn’t get together we’ll just a week ago at my birthday party him and my brother were talking and today my brother tells me that he was telling him that he had fucked up with me and told him the situation And then told him that he still liked me and wanted to try a relationship with me now mind u we talk everyday and we had a conversation before this and he told me that he wanted to work on himself but my brother is telling me to stop making it difficult and to go for it but i don’t even know how to start that conversation what do I do and if I do go for it how do I start the conversation?
