i asked her for her number a few months ago and she gave it to me and we talked for a few days but then one day she left me on delivered so i didn't text her again. but then when i followed her on insta recently she followed me back and im wondering if its ok for me to pursue her or if thats a bad idea.

Giving the phone number out left and right to everyone is one thing and she probably does not even remember exactly who you are. Since she left you on delivered, that means that she lost interest in you.

Now, as to those social media sites, it does not mean anything if someone follows someone else. It does not mean that she is interested but it is simply a habit people have on those social media to follow someone that follows them.
