Avoid anyone that does drugs, including marijuana. They will claim it is fine, and in the short term you won't see much consequences, but in the long term their life will be very bad. Don't let those kinds of people influence you whether they are just friends or more.

Also, when you are about to make a decision, try to think how it could affect your life long term, not just for the present.

Nevermind that online crap, you never know who you're really talking to. It's not safe, Never meet up with somebody you met online, and never go alone to meet up with guys you don't know by yourself. Do not let anybody online know where you live or hang out. There's no such thing as an online relationship, don't waste your time with somebody you're never going to see. Stay away from guys obsessed or pressuring you to do sexual stuff. You're young, you don't need to worry about boyfriends so much. Maybe ask your friends if they know a nice guy who's not a little bastard. Maybe a guy who is into the same stuff/hobbies/music you are.

It's hard to have healthy relationships at 13 they only last a week or two usually and then everyone moves on to someone else.

I think what you should look for is the level of maturity, usually more mature people take relationships more serious so look for someone that has a good perspective in dating and is more mature for their age.
