Each persons tastes are unique. Don't generalise, it will lead you to missing an oportunity and one day you might miss one you really wish you hadn't.
Smile back and tell him he's so handsome (or whatever is catching your feelings), if there isn't a chance for you he will likely brush off the compliment, become awkward or otherwise quickly move the topic back to other matters.
Your right though, Latino men tend to be just hugely charming generally. You'll only work out if it can work out over time. Good luck.
