Why do people in the dmv office have such a nasty attitude?

At one point, I needed to update the address on my license, and was told that I could use a letter from a government agency as proof of residence- so I brought the letter that told me that. And I was told, at the DMV, that a letter from the DMV, which a government agency, did not count as a letter from a government agency at the DMV. When I asked for an explanation, I was told "that's not my department; 'ours not to question why'".
"Yes," I thought, "and if it's dying you want, I'd be HAPPY to provide that."
Now, any rational person in that situation would demand an answer from their higher-ups; it doesn't make any damned sense. Also, you're going to have a LOT of angry customers that said higher-ups don't have to deal with. And it's not the only problem that I've had, and I'm just one person. Anyone who stays at the DMV clearly either doesn't care about customer service or has an IQ that wouldn't make a respectable earthquake. Or both, I suppose. Wouldn't YOU be surly?
Some or nice, others are rude or just lazy and avoid doing their work which means additional wait time. When that happens, I try to not let it get to me since all that really matters is that I completed my business.
Because they have to deal with hundreds of people of all different personalities and needs that can be highly stressful. I am in a customer service job also and sometimes it hard to keep composure with the different personalities I see daily. Your best bet is to just be understanding , go there for what you need, and be satisfied once you got what you need.

Yes, come to think about it I visited one years ago and they weren't too nice they seemed kind of having a bad attitude, and all I was there for was just a Photo Id
Because they are a waste of space wasting their lives and yours.
