You can, as in, keep it in a briefcase and not take it out, but having done many job interviews, one, I've never seen it, and two, I would consider it very distracting. Unless you are asked to do a presentation or something of that matter during the interview, everything you present should be on hard copy paper. You also run the risk of an interviewer seeing something on your laptop you don't want them to see, and trust me, they would be looking at your whole screen as you open/close tabs.
I allow project, contractual and/or employment candidates to present their portfolios to me in various ways, if necessary, which include laptop presentations.
As long as you close it and put it in your satchel. Those things have cameras and record. Anyone that would risk breaking protocol in a standard interviewing process will steal from the company without a second thought.
He/She lives in their own world and unable to operate under authority or as a Team member as all those dynamics are covered by a Standardized Procedure and Protocol.
I'm sure you CAN bring a laptop but it's probably better not to. An interview involves inter-personal communication, talking. If you have a presentation you'd like to make during an interview, it might be better to have it on a memory stick and let the interviewer use their own computer.

If you need a laptop for the interview, the company would provide it for you. Carryng a laptop impresses me as a bit of overkill.
Depends on the interview. If you need a portfolio, it could be easier than a folder.
