This person is very annoying, and I think she knows people in our team are getting sick of her. So she’s now applying to other roles at the company and has an interview coming up. Should I say something to the hiring manager about how annoying she is?

I don’t really see why that matters or why you would try to prevent someone’s success just because you find her annoying. Sounds kinda shitty.
Seems to me like she might be applying for promotion to escape being stuck on a team of judgmental people.
