Why is this woman at work setting me up to fail?

I joined a new job about six months ago. There is another woman who works above me and she is responsible for delegating work to me. She hands over to me, impossible work with very strict deadlines, but no support with the work and no training, so she expects me to complete these impossible tasks without any support or training. When I ask her for help, she tells me that she is busy and she can’t help me and that I should ask another colleague for help. Then she gets inpatient with me when I can’t complete the set deadline for the work.

When I see her in person, she will say hi to me but then look me up and down and give me a judgmental look, scanning me from head to toe. In groups I feel humiliated because she will set me a task but then say in front of the entire group “don’t worry I’ve set you an easy task so I’m sure you’ll be able to do this one without any help”.

She keeps making passive aggressive reference in meetings as to how I have bad habits of saving files in the wrong area, and every email she sends me, she will write a dig in it, explaining how I need to save my work in the right folder. If I make a mistake when we are working together, she will copy in my manager so I will feel placed on the spot and humiliated in that situation.

Why is she constantly setting me up to fail, but never offering me any help or support to progress in my role?
