I'm a type of person who really studies & even make reviewers for every subject, yet I always have bad scores after test.
I have this male classmate who doesn't even study that well and still is the top student. He said that reading/reviewing the past lessons makes it hard for him to remember the lessons. So instead, he always just trust his stock knowledge. While I, even if I study for weeks, I still have these low grades of mine until I started losing passion about studying.

Dang that really sucks about your grades not improving even when you study so hard! I'd be pretty bummed too if I was putting in all that work and just couldn't seem to get the scores.
A few things that might help though - maybe try changing up how you study instead of just reading over stuff. Like make flashcards, find online quizzes to test yourself, or get study groups together so you can explain things to each other. Memorizing stuff isn't always the best way to learn, you wanna actually understand the material.
And don't sweat your friend getting better scores without trying as hard - some people just test better naturally. As long as you're doing your best that's all that really matters.
Try not to stress too much either, relax a bit when you study so your brain isn't all foggy. And make sure to get enough sleep and eat well too to keep sharp. You got this dude, just gotta find a study method that works better for you. Keep at it!

When I was studying hard I remember being in the same boat as you. People not studying yet doing well.. I found out after they were lying. They probably studied more than anyone.
The key though is not to worry about what other people do or don't do. If you aren't getting good enough grades then you either aren't working hard enough, or you are not studying the right things!
There is a third reason and that could be because your mind goes blank under pressure. How you fix that though is anything you have trouble learning or remembering, make questions up out of them and call them over any free time you get.

When I was going through college/university, I figured out a few things that really made a difference in how I performed on tests and exams. Maybe some of these things will help you.
- Figure out the time (s) of day you do your best work, and then stop trying to force yourself to work outside of those times. For me that time was morning. I do my best mental work in the morning.
- Figure out how your mind processes information, and then organize your notes around that structure. For example, in biology, a visual brain might really need to draw out the process of photosynthesis to visually understand the way the steps of the process fit together.
- Attend office hours! Also, ask your professors lots of questions to show that you're trying to work with the information.
- Use flashcards for things that require memorization, otherwise, do lots of practice problems to improve your competence with the content. But remember; also don't force yourself to work outside of the time of day you're doing your best work. Don't be afraid to take much needed breaks.
What is your major? Different majors may require different study habits.
Studying doesn't automatically mean you are retaining and understanding the given information
