I also do not know whether USD1,500 is high for a country like India. Now, the internet tells me the following about wages in India:

In this case, $1,500 is a worth a fortune.
What I am saying is they can pay me for great work for cheap. Like how Indians get paid cheaply for their work
I can make websites for just several hundred dollars or less.
So the lower end for an Indian web developer is 1.5 lakhs, which is around 150000 rupees. That translates to around $1600 USD. That means, I can do the same work here in the US as a white US citizen for the same value! I am capped at around $1500 a month due to fixed income.
Well actually, that is salary, so that is a whole years earnings. So no, I will likely cost more but still a hell of a lot cheaper than a full time developer.
Sorry, I am mistaken. The lower end Indian web developer salary is 4.5 lahks. The upper end is 8 lakhs. That is between 450000 to 800000 rupees. That means they make around $5000 USD to $8000 USD a year. So, with me capped at a maximum of $1500 a month, I still would be more expensive than in Indian, but drastically less expensive than a full-time developer here in the United States.
I mean, you could get out and get a job doing yard work too or something. Begging for handouts online seems like the opposite of desperate.

Hey but it is true and straight to the point. I am offering a service for just about the price you would pay an Indian. And my quality of work is good for the price.
A lot of my type of work is outsourced overseas to countries like India. If I am on a fixed income and capped at $1500 a month, I can get work done for cheap.
I am just starting to be more vocal and upfront now, so I may get more clients
