Does nerfing my superheroes to street-level make the story better?

So I'm thinking nerf my heroes I've been working on, so that they are all just "slightly super-human" instead of absurdly super-human.

Malia Hano (Half-Angel)

Now limited telepathy to one resisting target at a time, or up to five willing targets at a time.

Limited 2 times peak human strength and speed.

Flight at sub-sonic speeds.

Kristen Lentz (Water Elementalist)

Now limited to manipulating just one ton of water at a time. May still use all water powers, but just scaled down.

May still shapeshift into any phase of water, or cover herself in Metallic Water and forge a Metallic Water Sword, etc.

Limited to a normal mortal body.

Limited to flight at Tornado speeds (half-sonic).

Rayne Aso (Shadow Elementalist)

Now she can literally only teleport between shadows.

Limited to twice peak human speed and strength.

She can merge with Shadows and shapeshift into shadows.

Can't fly.

Miracle (Summoner)

Now limited to ONE large animal at a time, OR a swarm of small animals or insects.

Regeneration

Heal others by projecting her Regeneration to others, OR damage Undead by projecting Healing energy into their bodies.

Flight at Tornado speeds.

Limited to Peak Human attributes.

I think this approach of weakening the heroes to being "barely superhuman" will give me more depth in story telling, and rein in the "she blows up the world" stuff that two of my chapters were devolving into.

On average, the villains will be more powerful than the heroes, and this way the heroes need real teamwork to win the fights and out-fox the villains.

What do you think of these changes to the characters?
