Nudity is accepted, and normal in Finnish society. When you go to the sauna with your family, you go in bare.
But being nude in public is indecent exposure however.

I live with my uncle and little brother we have gone around the house in just underwear when we first get up then I usually put on pants if it's hot we don't wear a shirt.
