I think he is too young, at that age you are not fully aware of your actions, I would have advised him to wait until 18. But the thing is his parents are awesome, do you know how many teens and even adults committed suicide just because of their abusive parents. If they find out they aren’t trans then they stop the hormone blockers and they continue the regular hormone/puberty process. Kids that age already go through therapy and you can only safety get hormone treatment or hormone blockers when successfully diagnosed with dysphoria. I think the child would be fine.
