People who get off the phone saying "I'll call you back", but then never call back, what do you think that means?

Is that just an excuse to get off the phone because they don't want to talk to you anymore? Does it mean they're just very absentminded and forget to call back?
Is it just a normal way to end a phone call, with no meaning behind it at all?
What do you think? And do you ever do this to people?

I personally think this is rude. They should just say they have to go, instead of making a false promise to call back later. It seems a bit cowardly to say that, if it's just for the reason of not hurting the person's feelings.

I've had several exes who did this regularly. Earlier this week, I was talking to a female friend and she did this also, so that made me start thinking about it again and wondering why people do this.
