Can I put my "stepdad" Johnny Hill in jail for molesting me even if it happen years ago?

He has been molesting for about 5 years starting at the age of 9 and half but my mom found out when I 12 or 13 but the only thing she did about was fucking talk to him and he stopped but really he did it for a few months. I hate my Mother for this. She choose him over me. My grandma would had put him in jail but she was scared of the fact of us getting put in foster homes. She didn't want everyone to find out that her daughter was married to a pedophile, But I still love her bc when she found out she never let me go over there alone with him unlike my mother. when I was younger I would watch child sexual abuse short films and ask my self "why didn't my family do this". But I'm scared that she will go to jail.
She gets mad whenever I talk about it and playing the victim and the worst part is she is still married to him with kids (Beast and The Beast) But I'm tired of this being a little family secret. "Not that it rlly matter but i told my Grandma first I just wanna put my Grandma first before my mom".

Yeah, better for the taxpayer to just exterminate him but they'll both serve jail time if you report them which would be good for her
