Is it normal for an outgoing guy to have no real long-term relationship at all?

My brother (24 M) is a funny, outgoing guy and apparently has no problem getting a date but the girl is either a girlfriend for a short term or something happens and we don't see any progress. The longest he had a girlfriend was for 4 months. He never really had a serious, long-term relationship.

I once overheard a conversation between two girls. One of them claimed to be a friend of that ex girlfriend. The girl got disappointed because he lacked passion or something, doesn't make further moves, no enthusiasm, something weird about him.

He wonders about why girls won't last with him longer. He wishes to have a long-term relationship.

Though I have to agree with the ''lack of passion and enthusiasm'' on his part. Like the girl stated, he seems to lack those things. As women, we like waiting and not jumping into bed too fast but he the girls seem to get bored at some point.
