Why some parents buy electronics to their kids and not surprised their kids content?

I always make my 9 year old niece put her phone or tablet on top of the kitchen counter. Last time when we were at a family gathering I catch my niece prank calling people. My sister got angry at me for putting away her daughters electronic devices when her daughtercoms over. As I believeshe should be interactingand playing with other kids. while shebpay I check my niece tablet all I found was a bunch of make up tutorials I am very madat my sister for allowing this behavior. I told my sister if your daughter is maing prank calls on her phone that behavior is enough prove that she isn't ready to handle the responsibility of owning a phone. My sister complains that I over reacted how she isn't going to invaid her kids privacy. She is really young my niece needs She allowes her daughter social media 24 / 7 . That is not okay on my book. I bought my kids dvd portables and only on Friday one hour only. Am I the only here who thinks this way?
