I do like dark colors a lot, especially black, but they're not the right choice for warm weather.
I found this cute dress, I'm not sure if the color would work though. What do you think?
"Light hair" is a bit vague, but sounds like you have my colouring, maybe.
You might want to do some research on skin colours and which season you are. I think you might be spring. But it's based on not how dark you are, but what your undertones are. You can easily google a million articles or videos on this, I'm sure.
People have mostly liked me in blues (I am a medium blonde with dark blue eyes.) I can wear navy or robin's egg, and most shades in between. I personally like the way I look and feel in navy best, and also black, then white. They pop off my skin and I never get bored of them.
Oatmeal and things close to a beige don't work well. You need more contrast than this.
Bright colours are good. Could be whatever you like - a magenta, hot pink (also soft, baby pink.) Bright green. And remember dreaded yellow - it's the hardest colour to wear for humans. Stay away from duller shades on your skin, and go bright, like sunshiney yellow, if at all.
I also like "dark colours", but more specifically for me, jewel tones. I can wear all of them.
If you can see too much blue in your skin, like if your veins show as pale blue, then that baby blue is not ideal. But with a bit of a tan, or long sleeves, etc., it's not out of the running for you.
You can also learn colour theory. For instance, one principle is that if your skin is ruddy, meaning has red undertones (and you might also be prone to rosacea - a reddening of the cheeks that is permanent), you might want to stay away from greens. Because green is directly opposite red on the colour wheel, these two colours are equal in power, and they will emphasize each other, not minimize.
I am giving you all sorts of suggestions, and sort of rules. The difficulty is in sorting which ones to apply when. But that is what life is about... I have found, in my later years. So... good luck! (If in doubt, wear what makes you happy.)

I think the dress will work fine with fair skin. It seems like a nice light colour and would suit your complexion.
