Though you are right that they look similar however what i learned from working at the city pool and lifeguard training is that swimsuits are designed to be light and NOT absorb water which underwear and anything made in cotton or spongy material can. It is designed to help keeping the swimmer from sinking below the water. If you absorb water you can get heavier and it can be harder to swim plus if you are struggling it can also make it harder for a lifeguard or rescue to save you if you are heavier.
Everything from fabric material, purpose and the occasion in which each is expected to be worn. If you were to turn up in a pool party wearing lingerie instead of swimsuit or bikini, you would get asked to change, or not come in.
Also, bikini is actually the name for both pieces together, not just the bra part (monokini) as you're assuming.
Bras are mostly for support. Bikini tops are mostly meant to display the girls. Because of that, bras typically have more supportive features, like wire, spandex, and secure closures. Bikini tops, esp triangle tops, tend to just cover the girls and have less secure closures like string ties.
for me there isn't much difference, though one is designed to get wet and a bra isn't, its just the fabric that makes it dierence

I asked this once before! And if I remember right the answer I got was material because appearance wise there was no difference but the material is what seemed to be the deciding factor. I'd assume strap design and what happened once the top hit the water 🤔
Cookie aside from how the different fabrics react to being wet there isn't a difference in my opinion. And that's what makes your question interesting. Because of cultural modesty, many if not most girls would probably not feel comfortable being exposed away from home with just a bra on top. But in the setting of a swimming pool or beach they would wear a bikini top with confidence. And I don't say that with any criticism whatsoever. It's simply an interesting thing to me.

But she could be wearing a two piece bikini that might possibly be even more suggestive than the said underwear and nobody says shit... makes no sense

Design wise, they are quite similar.
The fabrics/materials are where the differences are evident.
Means of support (if any), chlorine and UV-resistant fabric, styling so a bikini doesn't appear to be lingerie.
Many bras have underwire to provide structure, but at the very least they are designed to be worn everyday. Bikini tops are not, they are a water related substitute. At this size breast there is less a noticeable difference but if you get up in size, that gap widens.

The fabric is the main difference. Also generally there are more designs of bikinis than bras. So there are some types of bikinis that wouldn't work as bras.

I have often said exactly this. When girls get freaked out about being seen in their underwear but will be seen on the beach with something skimpier.

The difference comes with whether we want to be seen at the time, it has nothing to do with amount of skin.
I have no idea. Bikini feels like it could be worn visible under some transparent clothes, like some girls do, while with the bra it would be weirder looking in my opinion.
