I've seen this optical illusion before. The width and colors of the different bands confuse the human brain. It also depends on lighting. One could think the dress is just about any colour.

No idea what color the dress is. The image of the dress, as analyzed in Photoshop, when blow up and sampled randomly, has elements of blue, black, grey, yellow/gold, white, and others. In some places the RGB saturation is almost dead even.
