Is play fighting flirting for woman?

As the title suggest. This girl is one who is fairly physical with men and will hit them if they tease her. When it is me the result is full out brawls, playfully of course. Usually I will start it but she is not innocent. If she has done something that resulted in a bit of play fighting she will keep doing it. Like taking my phone will result in it and when I finally get it back she will take it again sometime later. We are also fairly nasty towards each other with name calling and that again will result in play fighting. yet after a play fighting we some times end up in a cuddled heap. She always claims that stuff like that is because I'm an annoying brother/ best guy friend to her. not so much when we are alone but when her friends are around and ask her about a guy she is interested in she will go on about it. I'm left in a very confused state of her doing something that suggests she is into me while at the same time I'm her bro who hears her talk of other guys.

I Had That problem in High School. I love to play fight it's fun. I do not look into as flirting or anything in that area. But on the other hand I also have friends that do just to get closer to guys

Either she's just a friend that's a girl that has a tendency to hit a lot or she is flirting. Sounds flirty to me.
