Accidental touch or intentional?

I was sitting at my desk on campus working on the computer and this guy I know came to help me with something. He crouched beside me to use the keyboard and as he moved his arm away, him arm grazed my thigh. Then it happened a second time. Could it just be accidental or is this rarely the case? I was also wearing a nice dress that day and we've been mildly flirty in the past. What do you think?

It was classic innocent test the water type behavior, he's obviously into you and he's trying to be subtle and check if he's reading the signs correctly. And if you've been flirty in the past why would it be an accident? Those early touches and brushes are double exciting, it's paving for a more intimate relationship in the future I think.
