I would be extremely uncomfortable if someone did that to me, and probably fumble my words because I'm extremely awkward and don't know how to turn people down unless they straight up ask me out :(
It depends on the interaction and the person and if we have chemistry.
i'd have to establish trust above anything else, you can only assume a stranger would have good intent
