It doesn't mean either. It means just what it sounds like - he respects you. You plan your moves out, you stand up for yourself, you don't crap on others for no reason, whatever. You did something that made him think "that was really class of her". I've respected girls that I'd kill to date, as well as girls I wouldn't date if my life depended on it. It has nothing to do with romantic interest.
It's a good start. I would never date or want to be with someone I have lost or no respect for. To me respect is everything. No matter how hot she is.
On the other hand. There are some guys that you need to beware of. Especially those that claims to ''respect you'' yet their hands show otherwise. Meaning?
DON'T ALLOW A GUY TO F*** YOU. Full stop. That's what ''respect'' means to guys. You let them do that , you're f.i.n.i.s.h.e.d! There's no word called respect in their book once they got that.

I have had the exact same problem you have. To me what it says is he likes you a lot and he doesn't want to hurt your feelings in any way. The whole flirting thing; if he is usually the main person who starts the flirting then he probably likes you a lot and doesn't want to lose you but he just isn't sure what to do about it. :)))
