It sounds like a classic guy move to me. He just leaves when it gets awkward, that way neither of you have to explain the situation and feel even worse. Kiss him on the cheek when it gets that way next time. That will put the pressure on him to react. If you don't feel comfortable doing that, you can straight up ask him if he likes you. That way, you don't have to risk exposing your own feelings and potentially embarrassing youself.

He might not feel entitled to be in a relationship with you. Some guys are just flirtatious by nature -- it;s part of their personality and not something they can "switch off" at will, which might explain the quick exit.
