Some people have different boundaries as to physical touch. It is possible that he has no idea that this could be taken as flirtatious. However, if this is a recent thing it does beg the question as to why he is starting it now?
Has something happened between you two? A change in dynamic somehow? For example, maybe you guys have had a recent heart-to-heart conversation or maybe you have been working together? Something that would make him see you or the "relationship" between you two different.
If this is really making you uncomfortable you need to tell him so. You do not need to endure something that bothers you just because he is friends with your man. I would also bring it to the attention of your fiancee so he doesn't think that you are hiding anything from him if it goes badly with the friend and he tries to turn things around on you.
