What’s the difference between coming off as bragging vs. just simply telling someone?

Is it a matter of who brings it up? Like if someone else asks and you tell them that’s “telling” but if you bring it up without being prompted that’s “bragging”?

Mostly comes down to the perception of the other person.

Bragging is pretty much exclusively information that you volunteer that highlights how good you are. If someone asks you for information and you give it and it happens to make you look good that's not bragging.

Even humblebragging is information that you're volunteering, you just say it in the way that makes it sound like you're trying to be outwardly humble about it

But if someone asks you a question and your answer happens to be awesome, they can't say you're bragging. But some people are so self-loathing that if you say anything that makes you look good they're going to take it as bragging because you actually have high self-esteem, unlike them

The difference is facts.
If you say that you are a excellent shot its bragging.
If you say which place you got in which shooting competition, you are stating a fact.

Bragging is sharing to let others know you're better than them.

Sharing is just telling someone something good you did.

It really comes down to attitude: do you feel like you're bragging

I've heard before "it's not bragging if it's true". I disagree. It's not bragging if it's humble.

Depends on the context, why you are communicating that information and the way you communicate it.

Mainly telling is when someone asks you for your point of view
and bragging is when you tell before someone asks

You don't bring it up. They ask you. That's when it's not bragging.
