So i have this huge crush on my neighbor in my building that lives 3 floors above me.. but i rarely see him since he is working long hours I guess so i noticed that I’ve only met him on the weekends very little few times … he is very polite and gentle and gives me wide smile 😃

I think you need to make a move on him. Especially because you hardly see him. Your window of opportunity could be very small. Because he probably sees a lot of women on a daily basis who he could make a move on or could make a move on him.
Maybe if you’re good at cooking can make him a pie or even a store bought one. Maybe something like that.
Maybe just express interest in him and ask him out. You’ll be fine!
If there's a common laundry area in your building, find out when he does his laundry, show up with your laundry, and accidentally bump into him and drop a pair of your sexy bra and panties into his laundry basket.

I promise you, any guy would be THRILLED if you left a note for him saying "I've been trying to bump into you accidentally, but can't think of a good way... text me - The Girl in 4F (or whatever)."
He WILL reach out, and find your approach very cute!
Ask him simple questions related to the complex but act dumb. When does the mail usually get delivered? Can I drop my rent check off at the office? Is your floor plan similar to mine? Stuff like that.
The next time you see him, introduce yourself, then ask him to lunch or dinner at your place or whatever.
I'd just knock on his door and ask if he would like to come to your place for coffee. If he says he's busy, give him your number and tell him to message you with when he'll be free.
Why don't you find out what time he comes home from his busy day. Maybe make him cookie and take it them over and introduce yourself. Guys like chocolate chip cookies most of the time. Leave the nuts out in case he might have not allergy.
