He has nothing to say but still wants you to know he's a friend, if you need one. Nothing wrong with that, is there? Maybe he's just shy. What's stopping YOU from going over to talk to HIM?
Back when I was 21, this smokin' hot redhead moved in next door to me. One afternoon, about 4:30 or so, I was sitting on the porch swing when, she walked by, obviously coming home from work, and decided to come up onto my porch, sit on the swing with me and talk to me!! She did this every day for a couple months. Instead of going home to eat or change clothes, she'd sit and talk with me for an hour or two and play a couple games of backgammon with me!
Had she not taken the first step, I would've probably just smiled and said hello to her each day as she went by and, occasionally, engaged with her in some comedic banter. Being a bit shy, I just never know what to say on first meeting!

I wave at my neighbor at least 3 times a week for almost 2years whenever I see her walking her dog by my house and I've never talked to her. She's really attractive and part of those 2 years I've been single but she's not really my type.
