So, yesterday I was out on break sitting near the front of building as usual and I noticed the same girl I always see working come out of the building and I kept looking at her and she kept glancing up at me, however she was on her phone. She was taking out the trash then she did something weird, she lifted her shirt up and was fixing her jeans from the side view, I thought nothing of it. Then she turns her back toward me and I get a full/clear view of her ass and body in jeans as she had her shirt lifted up, I couldn't resist and looked. I can't help but feel that was intentional, it seemed like she wanted me to look because she was fixing her pants for far too long especially for jeans, then she changes positions and turns her back towards me, shirt still lifted with ass in full view for me and continues fixing her jeans, I caved and kept looking. Could this have been done on purpose is she trying to get my attention? Or was that just a coincidence she does glance at me a lot especially when I'm not looking?

It most likely means nothing. Let me show you the opposite of your theory that she has something for you. Note I am not saying she doesn't but I can over think this too. She walked out and saw you staring at her and kept looking over like why tf is that guy looking at me? She threw her trash away and adjusted her clothes like us girls do and then walked inside. Last thing is more of a question. You said she glances at you when you aren't looking. If you aren't looking how would you know that?

*thinks I'm not looking* she's also given me a lot of eye contact glances and even direct eye contact for a few seconds before looking away and smiling. She's always nervous when i am around as when I'm close she can't seem to look at me instead looks everywhere but at me. I'm not a total stranger I've approached her and talked to her got her name while leaving a few compliments, so she knows I'm interested.
