Its certainly a positive , and if you think about , if you wanted to show no interest at all , you wouldn't say it , so I would certainly say its flirtatious , I'd certainly use a compliment in this manner , and in our strip club I say this line used ALL the time , mind you the girls were very conscious of scent and glitter.. So , Id be close to 100% that he is flirting..

It all depends on the context to be honest. Me, as a guy, tell my girl friends they smell good when they use a good perfume, but if it's on a (maybe/sometimes) more private context with a girl I like, I might say it. Though I wouldn't want to respond in absolutes to your specific situation because I don't really know all that much.
What I'm trying to say overall is that it's best to read between the lines when a dude says it.

It depends on the guy. I used to work as a cashier a few years ago, and this older guy (in his later 60s) told me I smelled nice. He even asked me what I was wearing, and at that time, I was only wearing deodorant, so it all depends. To be honest he was pretty creepy.

Could be, but it could also just be friendly. I've told guys they had a nice smell/asked what aftershave they're wearing without being into them. I just liked the smell and was curious.
