I suppose it depends on what's living in the water. There'll always be some bacteria there but normally they're at a level you don't need to worry about. After a while they could multiply to dangerous levels. Remember you've got no idea of how hygienically it was bottled in the first place.

Water itself can't expire its the bottle which starts leaking toxic chemicals into the water as the plastic breaks down, even faster under UV light so don't store it in the sunlight.
But as always expiration date is just a recommendation. So you can safely drink and eat stuff thats a little over the best before date. Sometimes even a year (s) after the best before date.

The FDA requires a best used by date on anything that we consume, it does not mean it went back. Although really old bottled water might taste dusty or salty it will not hurt you. The flavor is just bad.
I have had bottled water 10 years past its date before and I did not get sick from it.

I've seen stores pull water from the back stock and try to sell it when the dates have passed. The water looks weird and smells chemically. I wouldn't drink it
