It is meat. Living muscle cells are extracted from real animals, but then multiplied and grown in the lab.

In medicine something similar is done with human tissue. You take a small bit of cartilage from the knee, grow it in the lab, and use it to fix that person's knee. Of course, this was always very expensive, so the use for food is now decades later.
