You're asking someone to change their body for you. You being a boyfriend. Not fiancé , not husband. Boyfriend.
Honestly , she's probably using that excuse as a filler instead of telling you it's a stupid idea. She probably doesn't want to hurt your feelings but telling you no flat out , when she needs to.
The fact of the matter is , it's her body. She doesn't want to get breasts implants , there fore she isn't getting breast implants.
Who cares what you want for her body , that's ridiculous. You're being ridiculous for even making it an issue.

She's obviously fine with her boobs the way they are. She's not going to do that just for you just to make you happy if you are just a summer fling when that's a non-trivial medical procedure. That's probably what she meant. Maybe hunt for someone else with bigger tits if it's that important to you.
