There's a difference between being sexually objectified (which some are fine with, yes) and being "seen as attractive." Humans want to be liked. Men want to be liked too. In being liked, there is acceptance, and in acceptance there is safety. Some people say "I don't care what others think of me" but that is on a sliding scale, and it is both true and simultaneously also untrue.
Being catcalled means that the guy sees that woman's value as sexual. He might also believe there is more to her, but in that moment, all the woman knows is that he likes/wants/appreciates her sexually. And if that is what she/they hear, and no other comments about other value they might possess, it feels like an object. And that makes the man primal, closer to animalistic. And that means he may physically overpower her and take what he wants, and use her for what he wants, and she is physically vulnerable to that because of her smaller stature. And then she doesn't feel safe. Even though she is seen as attractive. So instead of being seen as attractive being a benefit, it becomes a detriment, maybe even in rare cases, a danger.

A compliment about one's looks or style or choices of what they wear is not harassment. A compliment about character or personality is respectful and appreciation. A catcall is objectification.
